Siptah is still in early access and this could change during development. The reverse is also true. Not all recipes available in Siptah is available in the Exiled Lands. WebBuild I and Build II are both pretty basic. They're what I expect from an Authority build. They take away from your Exile's ability to fight so that your thralls are stronger. Fair enough.
